<p>ZorroX99, if London were a “mecca,” then it would basically be the epicenter of these art exhibitions, kind of like how Florence was the center of the Renaissance, or how the actual Mecca is holy in Islam.</p>

A, C, D and E’s first words are all meliorative, yet London is being criticized for being “behind” in the arts.</p>
<p>An “also-ran” means a loser, to put it lightly. And a “blockbuster” is something that sustains widespread popularity and achieves enormous sales. </p>
<p>Therefore, B is the answer because London is losing out to Paris, New York, and Philadelphia.</p>
