I am an ED-er who got in. It IS true that many ED-ers who got in didn’t submit SAT’s, but that was only because we were from foreign countries and did other external exams - for example, A-Levels and IB. Almost everyone submitted either IB, A-Levels, APs or the SAT. An exception was the Hungarian students, but apparently their national examination system (which is externally-assessed, unlike US finals) is rigorous enough to be on par with other systems.

So the bottom line is - yes, it isn’t a requirement. But if you look at that same webpage, you are told to submit one of the testing options, i.e. if you don’t submit the SAT, you need to give APs, A-Levels, IBs etc. Assuming you’re an US student, that really limits it to AP and SATs.
