New Hopkins policy for standardized test requirements:
http://apply.jhu.edu/faqs/newsat.html

As far as TOEFL requirements at Hopkins, the TOEFL is required of applicants whose native language is not English and who attend a non-English speaking high school. If you attend an English language school but do not speak English at home, you should take TOEFL. If your native language is not English and you attend high school in the USA, you must take TOEFL if you have been here for fewer than five years. The minimum scores needed are: 600 (written test) or 250 (computer test). Students who score 670 or higher on the SAT I Verbal test are not required to submit a TOEFL score.

Hope that helps.
