There is nothing to change; that’s the point. You must accept it. The curve is not related to the fact that the test was international. Try a practice ACT to see if it might be a better fit for you.
Perhaps College Board will offer harder tests with correspondingly nicer scoring scales in the coming year, which begins in June. No one knows and anything is possible
