IS or OOS?

OOS, definitely not. It is well-known that UM-TC is planning significant OOS increases:

Students who were already attending when the increases were announced will get a cap on the increases. Limiting them to 5%, IIRC.

I do not believe that new students will have any protection from the planned increases, since they were (I hope) aware of them going in.

UM-TC used to award IS tuition to their most desired OOS students. Now, the $10K National Scholar will get you close to IS for the first year, but you will not be protected from OOS increases in subsequent years.
