HIPAA applies to health information so it may depend on whether the counselor offered general counseling services or strictly academic guidance.
But it seems the student did not admit suicidal ideation to the counselor, and without being privvy to their conversation, we do not know if non-consent disclosure was even appropriate.
Not a comfortable place for the parents or the counselor.
