Yes he did. Junior year teachers are preferred, but if you have a sophomore year teacher you feel would be much better than ask him/her. Getting even one teacher LOR (maybe you can even get two) would open up many more schools for you to apply to. If you can think of a teacher who would write that you were a conscientious and respectful student (if you participated in class at all that would be another plus) that would be fine for most schools. If you are stuck as to who to ask, perhaps talk to your guidance counselor – they sometimes have a sense of who writes good LORs.
Don’t be afraid to ask. Quiet students do get LORs all the time. And if the teacher says yes, ask if there is something you can provide to help him/her write the letter (such as a list of your activities, a resume if you have one etc.).
