Another option might be to drop Spanish, take AP Gov, and take the art class.
This would work mostly if (1) she already has Spanish through Spanish 4, and (2) she doesn’t plan to take more Spanish in college. No college requires more than 4 years of foreign language. And if you’re not planning to continue to study a language, the loss of skill in the language during the year without it doesn’t matter.
