I don’t know how CPS works in other states, but at least in the state where I live (midwest), CPS does not consider emotional abuse.

It is state by state. In Illinois, mandated reporters must report physical, sexual, and emotional/psychological abuse.

To answer another poster’s question from above, yes, some university AOs are mandated reporters.
