I would submit–especially in conjunction with a stellar GPA which suggests that you are a hard worker.
One of my nephews applied to less selective schools with the same SAT score of 1450 and an ACT score of 34. It harmed his chances of admission because his GPA was mediocre which might have been viewed by some as an indication of laziness (he actually had an undiagnosed brain tumor).
However, colleges may want to report a respectable figure, particularly if they are near the 50% threshold, for the percentage of their students who submitted scores.
tsbna44 has the best answer. I would only modify by saying that if you are a minority, first gen, or from a poor performing hs, then CERTAINLY yes.
The schools do not want you to pull down their SAT averages. The logic is sick and twisted, but it is what it is.
