Union College in Schenectady came to mind. Back when I lived in upstate NY, it was well known for engineering and CS. Don’t know if it meets the “college town” description.
I think it’s probably less likely but I’m really not sure.
Wesleyan University checks a lot of boxes: last I looked, it was at or near the top of the LACs in terms of tax-supported STEM research; ~3,000 students; weak Greek system. We can argue about whether Middletown is a college town, but it certainly gives off that vibe. There’s a very walkable downtown with a ton of take-out and other restaurants that seem to cater mostly to young people. Very few tall buildings, although, I will give it one big-city advantage: the county hospital is only about three blocks from campus.
