Physical Education Activity Courses
You are limited to enrolling in ONE Physical Education activity course (numbered 1, 2, 3, 4, or 5) during Phase I of Tele-BEARS. You are allowed to add a second PE course (space permitting) during Phase II or the Adjustment Period. If you wish to add a third PE course to your schedule, you should speak with the course’s instructor for instructions.

above quoted from [Regulations Governing Certain Courses - Office Of The Registrar](http://registrar.berkeley.edu/current_students/registration_enrollment/courseregs.html)

There can be other limits that also apply - for example see http://ls-advise.berkeley.edu/registration/limits.html where a student in L&S can only count 4 units of PE total towards the unit requirements for their degree, the rest are ignored. Likely there are analogous limits in other colleges. That limit reflects an average of one .5 unit PE course per semester for a typical four year time to complete the degree.
