I think that it’s all students, who live overseas. I’m a dual Danish/American citizen, but I live in Denmark, and my interviewer told me that the Admissions Counselor who deals with international students would be reviewing my application. But she also said that I was technically a domestic student (for example for financial aid purposes).</p>
