I agree that applying as a Junior will give you a better chance at admission, but the second part of your statement depends on the school. For example, Wharton states:

Students are encouraged to transfer after their freshman year to enter for their sophomore year. There are very few spaces available for entering juniors.

So it’s all subjective on the individual school.</p>
