Is a 1420 superscore on the SAT or a 31 on the ACT better? Should I just submit both?

Note, as the tables indicates, comparisons do not depend just on composites, and you will see in the tables comparisons done for math and for SAT r/w and ACT English/reading. The reason for that is that composite may not be the only evaluation a college does for determining higher score, e.g., a college may consider math to be the most important score for science or engineering majors,.
The question isn’t what’s “better.” It’s what works for your targets. In any case, they’re roughly equivalent.
But, it’s not the composite, many schools look at the sub scores.
