Statement of Legal Residency?!?

“A California Resident means a US citizen or Permanent Resident who has Californian Residency.”

This is not necessarily true. Residency for tuition purposes is not the same as residency for tax purposes which is not the same as permanent legal residency. For example a US citizen may be a tax resident of California but not be eligible for instate tuition because they are a dependent student and their parents live elsewhere. Conversely a DACA student may qualify for instate tuition without being a legal permanent resident.

You need to understand what the question is asking (it is most likely for tuition purposes) and see if you qualify. Certain visa types allow international students to qualify for instate tuition. See https://www.ucop.edu/residency/residency-requirements.html
