So am I right in assuming that since colleges (except Georgetown) don’t ask for all subject test scores, we can just send them the highest score and they will never know the number of attempts the student may have made for one test or the scores? Of course, making sure we do not use the free score report…

Assuming your HS does not list all standardized test scores on the transcript, yes, you are correct.
