If foreign language is what OP loves to learn and he/she keeps the 4-cores at the same time, I don’t see why not. However, it may not have much, if any, impact on college application unless you are applying to a specific program (e.g. international policy) that additional language may help and the school admit students directly into a major. Remember, there are plenty of tri-lingual or even multilingual students in the US. I know a bunch of students that took AP exams of their native language plus another world language that they learn at school.
