There are many summer organizations that teach technical theatre. Many of them in the form of “camps.” Some very good, some just average.

However, quite a few summer theatres will take on “apprentices” from the high school ranks. Most will work running shows, but you do learn quite a bit from this activity. Under 16 is a near impossibility at this level due to liability issues.

Not sure what area you live in, but if you are near a summer theatre company, even if they don’t advertise taking high school interns, call them up and tell them your son or daughter is a techie and interested in working for the theatre.

I worked for a summer theatre in high school and learned more about theatre during those two summers than at any other point in my life.
