Test banks = cheating?

I’m pretty sure it’s not cheating. In my chemistry class, our professors put up actual, previous exams on the website for us to use as practice exams. The problem (and the trap) is that many students will memorize the answers or the wording of the questions and believe that those questions will show up on their exam. Then, when the questions are worded differently or involve different concepts, they get served. There are also many organizations on campus (like a pre-med one I’m in) that have test banks, so I’m pretty sure it’s not cheating but you’re kind of cheating yourself in a way, if you rely on them too much, idk.
