Jack, I am really not wise enough to judge what offense would warrant expulsion from the University. I always thought that the University is not qualified, or authorized, to try or sentence students for crimes committed off campus, unless the crime is violent in nature.
However, in this case, I do not believe it is possible to determine who was involved, and in what capacity. As such, punishing the fraternity is the only option open to the University.
