Just a theory, but I think you should look at the retention rates for freshman at these universities. Meaning, what number of freshman return as sophomores.

UVA is 97%, so I would assume they have very few spots for Sophomores.

JMU is 92%, so there are more spots for Sophomores?

Radford is 74%, which seems pretty bad, but would lead me to believe there are a lot of open Sophomore spaces.

You can look at all of the schools using the Common Data Set. The retention rate is in the “Enrollment and Persistence” section.

But, this whole notion could be wrong, and somewhere like Radford just plans for only 75% of students to return and size their classes and faculty accordingly.
