Transfer easier for In State?

<p>I know in California they often give CC and other California institutions students first priority.
In addition having moved recently from Georgia, in state transfers often get priority also.
Considering NC has some of the strictest ISS rules, I’m quiet surprised if NC doesn’t give some type of priority to ISS.</p>

<p>Let me re clarify, admissions certainly may not be “easier” for in state students, but do in state students possibly get higher priority?</p>
