These are all just best guesses here, no insider knowledge.
No offense meant, but from some of the grammar in your posts, I’d guess that you don’t quite have native Amertican fluency. Your English is great, but there are very minor flaws that lead me to that conclusion. Either that or you really didn’t proof read.
If you don’t have native fluency, I’d guess that you are better off applying as an international student. There would be TOEFL requirements, but you wouldn’t get dinged nearly as harshly for those minor flaws as you would applying as a state side applicant who would be expected to have perfect English.
Since you are already enrolled at a university, although you haven’t received any grades yet, I’d also guess you’d have to fulfill the transfer student requirements too.
I suggest you utilize OSU’s website & look into the requirements to apply as an International Transfer Student. One easy search & this page came up for me: http://undergrad.osu.edu/international/admissions-criteria.html
Then once you’ve armed yourself with basic information and have answered all of your own questions that can be answered from just reading their posted information there, follow up with a phone call or email to clarify unanswered questions that apply to your specific situation.
