A few questions.
What makes you so drawn to UC schools? A lot of people who are out of state have their sights set on UCLA and UC Berkeley as they’re the most prestigious, but you seem to have your sights on anything UC. There’s nothing wrong with that, but you do realize it’s like $60,000 per year for non-residents, right? Going to Berkeley in a top program is pretty hard to swallow at that price, let alone UCR or UCM.
What major? Some majors (for some schools) take little to no OOS students.
Are you even able to afford $60,000+ per year? Keep in mind that little, if any, financial aid is offered to OOS students admitted to UCs.
Honestly I’d reevaluate your plan all together, but if you REALLY want to get into any UC and you don’t care about cost, it would probably best to come to California and try to transfer from a community college here in CA.

But again, I’d really evaluate your plan and asking where you why to go, why you want to go there, what you can afford, etc.
