UC’s consider any student that has taken or enrolled in college courses after HS graduation (not including summer session), a transfer student even if they withdraw since there will still be a college transcript.
From the UC website: A transfer applicant is a student who has enrolled in a regular session at a college or university after high school. Students who meet this definition cannot disregard their college records and apply as freshmen.
