Well, you would need to have 60+ transferable semester units and: 2 English compositions, 1 math, and 4 of any of the 2 of the following: social and behavioral sciences, arts and humanities, biological and physical sciences.

Your first step would be going to assist.org, selecting UCLA and a CC you are planning to attend and getting a list of UC transferable classes. If you have already taken any of those classes at CSU you may be able to transfer them to your CC.
Also, depending on your major, there might be some major preparation required.

As far as I heard, transferring from CCC to UC is definitely easier than transfer to UC from CSU, but I am not sure if international student status affects anything. You may want to check with your CC advisor.
