Any student of computer science who intends on having a prosperous career in the current market will be pursuing a masters degree fairly early on. Masters degrees are also not often as cheap as PhDs believe it or not, so this is not the time to stack up unnecessary debt. Attend UGA. Get amazing grades, experience, and recs. And transfer to a top program elsewhere.
Unlike PhDs, masters programs care exclusively about the numbers. Whether you attended UGA or a UC would hardly factor into the equation. Once you have a masters degree, no one cares where you attended undergrad.
