I missed that. IGETC requires a foreign language component for complete certification. I know that, sometimes, people can get partial IGETC certification, and just finish the remaining couple of courses after transfer. I don’t know if this is allowed for the foreign language requirement.
At any rate, as @lindyk8 said, it is definitely best to have IGETC completed.
But perhaps you could just fulfill Breadth instead, if you’re unable to complete IGETC? Or get partial certification?
(but full IGETC certification is probably best)
