Well I just looked and both sociology for Merced and Santa Cruz note IGETC. They don’t mention breadth. I do think it is the preferred path for CCC students - excluding engineering and other major course-heavy majors. Now if you’re coming from a non-CCC then obviously you won’t have it. But my feeling is why risk it or give them any reason to dump you? But I am super-cautious, so maybe I am over-reacting to it. 
Having said that, you’ll be ok because of your GPA and it says either.
BTW, re Riverside, it says here in the matrix that for social sciences - IGETC is recommended. I only say this because this girl is at the low end of TAG and possible acceptance, so I would hate to see it fall apart:
