Schools with strong CS programs but slightly lower competition might include Georgia Tech, University of Washington, or UC San Diego. Focus on expressing clearly why you want to transfer and how it aligns with your goals.

CS at Washington, UCSD, and probably GT will be fiercely competitive for admission.

You want a brand name school. Nothing wrong with that. Brand name schools bring their own type of opportunities that can be well worth it. UMich is potentially not that out of reach.
