I think you are looking at two different issues. FSU needs to see evidence of college level math proficiency for review of transfer applications, which is 6 credits of math with a GPA of 2.0 OR appropriate subscores scores on the math portion of the SAT (500). They won’t make a decision on the application without those. If a prospective AA transfer student, for example, waited until their last semester to finish their math requirement, but applied for a transfer before the semester was over (as most do) then the SAT score would be sufficient for FSU to review the application. Otherwise FSU will wait until after the last semester when the grade for the final math credits was posted on the transcript, which could mean missing the deadlines for a timely transfer. So FSU allows the SAT score to take place of the second math class for review purposes. The student would still need to finish the requirements for the AA degree.
What would surprise me would be if Miami Dade College grants AA degrees without two math credits. Those are part of the general ed requirements for pretty much every school in Florida I believe.
