Public universities do not play such games in order to affect the rankings. But Michigan is known for undergraduate instruction and focus on undergraduate teaching and research. Mathematics attracts a very manageable number of students, so Math majors typically enjoy very small classes. Since Michigan/s Mathematics department is one of the top in the nation, I dn’t think this is a difficult decision.</p>
