Tuition Question

Probably not. Usually you have to be living in a state for a year (or 2 depending on the state) before you you enroll to establish residency for instate tuition. And it must be your (parents) bonafide residence - ie you must actually reside there and have cut ties to any other state. A second home or a house purchased to try and gain instate tuition will not generally work.

You would have to check the Vermont rules to be sure.
