Your choices for UCs is most likely Merced or Riverside. You have a wide variety of choices at the CSUs. With an index of around 4300, you should be able to get into most CSUs except for the highly impacted majors such as CS at SJSU.
Another choice is to go to CCC and try again in a year or two for a better UC. You could possibly try again in a year as a transfer student if you start taking enough APs and CCC classes as a senior in HS. Given your SAT score you should be able to handle say a couple of CC courses per semester and a couple of AP classes. If you can get to 30 semester/45 quarter units by the time you graduate from HS and you go to a CCC, you should be able to reapply again as a freshman in college.
