Electrical Engineering is a capped major. If that major is full, they will offer a student admission as undeclared. It is difficult to transfer into engineering, so make sure you take that into consideration when he makes a decision.

The portal home page is gone. It’s showing some irrelevant detail.
Yes, UCSD will evaluate applicants for their primary major and then alternate major and finally will be given Undeclared (unless Undeclared is the listed alternate major) if they do not meet the admission threshold for either major but meet the admission threshold for the University.

Correct, EE is a selective major. If a student is not accepted to their first choice selective major, they may be admitted to their second choice major, or undeclared.
