I’m not familiar enough with the other two schools to comment.
I actually think your ACT is weighing you down more than your GPA, which means you can improve your chances if you can get it up. Something else that could potentially raise red flags is the fact that almost all of your ECs are from junior/senior year, and they don’t seem to follow any sort of theme, which might make schools think that you are resume-padding.
Also, regarding the cost question: you can get financial aid to cover part of your costs if you can’t afford it. A lot of schools will have net price calculators (JHU’s is here: https://npc.collegeboard.org/student/app/jhu) to give you a general idea of how much you’ll actually have to pay.
A lot of uninformed posters on here are giving you the wrong impression, unfortunately.
JHU would be an extreme extreme reach (it’s also much harder to get into than UCLA where the acceptance rate is artificially low by everyone in California applying):

UCLA is a few notches below in selectivity in test scores. A lot of high schoolers on here with out a clue. I see you potentially getting into several of the other schools on your list, however.

URochester is probably a match, though they really want to accept students that are genuinely interested. If you get the chance, interview. They LOVE students that interview. They also take a very holistic approach to admissions, so your application should definitely stand out (your scores are in the right ballpark too, which is good.)

Great application you have! Only things that I see that may raise an eye in the admissions room is your ACT score and your ec inolvement. You started most of your ec’s late in you hs years which might hurt you but you seem competitive! Good luck!

Think about a small, liberal arts college (more nutureing which it sounds like you are looking for), more opportunity for finding kids like you who are interested in many things, and to work directly with professors. The ACTs can be a hurdle, but with your GPA, you may look at schools which are test optional. Or take a course this summer and take them again.
For Physics, they want Math excellence and interest (SAT Math 2’s over 750 at the schools you want or at least taking them at others) extracurricular in Math and Science oriented - Math Sci Olympics, clubs, etc.
Vassar, Colgate, Weslyan, Skidmore, Bryn Mawr, smith, Barnard might be fits
I think UChicago, Hopkins, and UCLA are reaches for you, but that can be said for most people. I think that UW, which is a great school, is a match and definitely a viable option. I know absolutely nothing about Rochester so I can’t chance you for that one. Good luck!
I think for UW Madison and Rochester you’d be in the top 75% of applicants and will most likely be accepted.I think you should have a great chance at being accepted to UCLA as well. Your extra curricular activities look great and showing an upward trend in your gpa definitely shows improvement which is very important. However, your gpa will probably hold you back from Johns Hopkins, especially for your intended major (as they are very strong in the sciences). UChicago you should have a better shot at and match pretty well for the 25-50% of applicants but you don’t really show much leadership in your extra curricular activities. They want you to be dedicated to your activities and be active in them (preferably throughout high school). So I say that UChicago is a reach for you but you never know!
