Yes that can happen and it’s the reason why people say don’t take one UC rejection as an indicator of another UC decision.
I’ve read people getting rejected by all UC’s except Cal… or getting most but getting into UCLA and stuff like that.

@arbalest007 I’ve actually heard a rumor that if a UC doesn’t think you are going to go there, they may reject/waitlist you. I had a ridiculously qualified friend get waitlisted at UCD where others wayyy below her in terms of qualification get accepted. She applied to UCB so we are suspecting that she may be getting in there and that she was waitlisted because they think Berkeley would be a more preferable choice.

My friend got rejected from every single UC including LA, Davis, SD, Santa Cruz, and Santa Barbra and then got into Berkeley. There are special cases, so don’t give up hope!
