@DrGoogle – UC Merced DID offer a guaranteed transfer option a couple of years ago to students who were, at the time of admission, close to the admission cuts for the other UC campuses mentioned. I believe it was only for in-state students – the only reason I mentioned it here was that the low take-up rate was, to me, an indication that students who went to Merced were generally pleased with it. It is the only UC that takes WUE students. However, I still don’t know how the UC FA packaging works for lower income students under WUE. It might still be too expensive.
