UCSC financial aid packages for out of state applicants

I discovered at an OOS Accepted Students Reception this week that UCSC does not send out FA awards until the student/family accepts enrollment at the school! You have to complete the SIR and pay a nonrefundable fee. Does not make any sense at all.
