I don’t think this is going to be possible. In order to be eligible to transfer you need to be a junior in terms of units prior to entering UCLA next fall. If you don’t get in and continue as a fulltime college student (whether at UCSC or at a CC) you’ll earn enough units by the time another year rolls around to be a high-unit junior or a senior transfer, neither of which UCLA accepts. See University of California Counselors So this is likely your only chance to get into UCLA.
It’s unfortunate the two UC schools appear to have differing requirements and course offerings. Hopefully when they evaluate your application they’ll take this into account. They do have a listing for “General Inquiries” in the undergrad section at https://www.chemistry.ucla.edu/contact-us so I suppose you could email them to see what they say.
