The issue is not whether you finished your prerequisites or not, or if you maintained an adequate GPA, the problem UCSD is having with you is that you attended a school, albeit briefly, that you did not submit a transcript for so as far as they are concerned you did not submit all of the required transcripts. They need official transcripts from every school you ever attended to verify that your academic record has been fully disclosed to them. UCSD does not know the particulars of your enrollment at the CC you briefly attended, only that you enrolled in a class there. They have no way of knowing that you did not get an F in the course and did not submit a transcript so USCD would not learn about the failing grade.

From what others in your situation have posted it appears that if you send the transcript immediately and write a letter of appeal that there were extenuating circumstances as to why you did not have a transcript sent to them you will be reinstated. If you do not submit a transcript because you believe you were not required to you will essentially be refusing to comply with UCSD’s request for your complete academic record and there is little likelihood that they would reinstate you.
