Both majors are under the Grainger College of Engineering. That’s the college/department to which you would need a direct-admit. No one can quantify your chances. Only 13% of students are from out-of-state (this does not count international students, though). The acceptance rate for Grainger is <20% (I swear I read it was as low as 12-13%, but I didn’t bookmark that news article), considerably less than the university on the whole. While you are a competitive applicant, UIUC Grainger should be considered a reach college for everyone - in or out of state.
Out-of-state students do not get any financial aid at UIUC, so run the net price calculator (NPC) to make sure it is affordable.
