I don’t understand your calculations. UVM coa is $55,442 . So after 17K Merit that is $38,442 which is not almost like UMASS which with the scholarship is about 26K (coa). So UMV will cost 12K x 4 years =48K more . I understand that you feel the extra money will be worth it. But it is not about the same price.
