<p>UIUC Engineering is not better than Michigan. It is ranked 2-3 spots higher because it is larger, not better. Only Cal, Caltech, MIT and Stanford are better than Michigan in Engineering. CMU, Cornell, Georgia Tech, Michigan and UIUC are peers in Engineering.</p>
<p>This said, in CS, UIUC is indeed better than Michigan, albeit marginally. That should not be a deciding factor. What should be a deciding factor is cost. UIUC will probably cost $80,000 less than Michigan over 4 years. Unless the OP’s folks are very wealthy, UIUC is a much more sensible choice. If the OP’s parents can afford Michigan without too much burden, then I recommend he/she go for fit.</p>
