You should apply to CSE with a prospective major of ChemE and for your second choice CLA with a prospective major of Chemistry. Your stats are good enough for admission to 2nd choice (for sure) but hopefully first choice. Given your family’s income you may(?) qualify for federal need based aid. Not sure about university-wide merit but those are automatic consideration so you don’t need to apply. There are probably college - specific scholarships you can apply to as well. Honors is very difficult to get for CSE but not sure it’s needed as the curriculum is pretty rigorous as is. If admitted to CLA you have a chance at honors and would want to go that route because you’ll just get better sections of your courses.
