Not sure. A lot depends on whether someone OOS with your stats got scholarship money last year.
National used to award for those well under top 10% of class rank but not sure whether they do that anymore. There are other scholarships besides National but National is the big one for OOS. Usually it goes to those who are NMF and others with tippy-top GPA and SAT/ACT scores. Don’t give up hope, however. Your stats are great and you will get into at least 2nd choice CLA and hopefully your first choice
