@yeeeeeeeeeet I was thinking the same thing, since UNC has never released an email like that to my knowledge!
I was missing some materials still, so that is probably why. Here is the full email:
Dear XXX,
Thank you again for applying for admission to the University of North Carolina at Chapel Hill. As of 12 p.m. Eastern Time on April 8, 2019, your application for admission remains under review by our admissions committee or is incomplete. Because we will not be able to complete our evaluation and post your decision until April 10 at the earliest, you will not find any new information about your application on your MyCarolina until then.
On April 10, we will post new decisions, as we are able to make them, between 5 p.m. and 7 p.m. Eastern Time. If we have not posted your decision by 7 p.m., you will not find any new information about your application on your MyCarolina until 5 p.m. the following day, at the earliest. We apologize for the delay, but will work as quickly as possible to complete our review.
When your decision becomes available, you may view it by logging into MyCarolina.
If you have any questions, please email us or call us. Again, we are grateful for your ongoing interest in Carolina, and we wish you all the best.

Wait so if that’s true… it says “new decisions”… could that possibly be implying that a first wave will be sooner and thats for those who missed items? Maybe I’m reading into it haha
They just changed the greeting to what the myCarolina portal says twice!!! they are active
