<p>The numbers you are giving are misleading.</p>
<p>The proposed decrease in Penn State’s overall budget represents 3.8%. Its total budget is 4 billion dollars. <p>McGill is still trying to reign in its budget deficit, here is some news for 2011 fiscal year:</p>
<p>“… the University has asked each Faculty and administrative area for an across the board 1.5% cut”</p>
<p>They plan to increase student enrollment while continuing cuts even beyond the current year: “1.5% in FY2011 and an additional 1.0% in FY2012”.</p>
<p>On top of all this they foresee tuition increases of 100$ per student per year until FY2016 at a minimum.</p>

<p>“McGill’s academic salaries will increase by 3.65% beginning June 1, 2010 and 4.65% beginning June 1, 2011. Expect 2.5% salary growth from FY2013 and beyond.”</p>

<p>The tuition hike comments may have refered to the MBA program (but it’s not 70%, it’s more like 1,163%), a decision which will now cost McGill their Quebec funding for that program.</p>
