<p>Old Dominion University in Norfolk, Va probably mets price and definitely near the water. College of William and Mary has a special program in coastal related study, but won’t meet your budget unless you are a VA resident. Christopher Newport Univ. in Newport News, Va is also near the water.</p>
<p>OP - your stats (GPA and SAT at least) would help a LOT. Many great coastal schools are hard to get into.</p>

<p>University of Louisiana Lafayette offers in state tuition to the vast majority of applicants and has a close relationship with LUMCON. Not near the beach, but many field trips to the deltas, shore, and other areas which may be of interest to a prospective oceanography major. </p>
